No this is not a tornado...This video captures a scud cloud interacting with a slow-moving updraft along the leading edge of a storm's outflow boundary. While local terrain can sometimes generate minor, localized circulations or "gustnadoes" in these areas, the rising motion here is far too slow to be tornadic. This visually intimidating feature is just a normal part of storm dynamics and is not a tornado.
